August, 22, the New Energy Chamber of Commerce of All-China Federation of Industry and Commerce held a press release of ’China Private Sector Opposing EU’s Antidumping Filing against China’s PV Products’. Standing committee member of the CPPCC, board chairman of Tongwei Group Liu Hanyuan attended the conference. Also present at the conference were representatives from major solar companies of Hanergy, Trina Solar, as well as media, embassies, consulates, and organizations from E.U..
About the anti-dumping complaint against Chinese rivals with the European Commission made by SolarWorld and some other German companies, All-China Federation of Industry and Commerce published the Statement of China Private Sector Opposing EU’s Antidumping Filing against China’s PV Products.
On the issue of a large number of possible company closing down and unemployment upon the anti-dumping file, Chairman Liu said, Chinese private PV sector has a promising future in terms of its growth in techniques, equipment, and markets. 80% of Chinese polysilicon companies, however, were forced to shut down with 80% workers being laid off after the US filing against Chinese companies. China only occupies 20% of the US export market share, while 70% of that of the EU’s. The file against Chinese companies will cause huge impact on China’s PV industry. This could hardly fundamentally change the status quo of high cost, and is to the disadvantage of Europe’s clean energy development. Moreover, it undermines fair trade. During the past ten years, Germany has made great contributions to the PV industry for mankind. The country also suffers the least during European debt crisis with the most trade surplus in the world. It is unfair to deny Germany’s role in the PV industry. Chinese government and companies are justified to hold friendly attitude towards German PV enterprises, either morally or imperatively. With Europe’s debt crisis, friendly cooperation between Chinese and European companies is supposed to be the mainstream. Meanwhile, Chinese companies need to ponder over the ways and means for controlling development tempo and production scale. Chinese government is the key during China’s transition from manufacturing country towards application and consumption country.
Mr. Liu answered the question of why Chinese companies do not turn back to domestic market. He said, export occupies big proportion for our products. From the point view of Economics, our efforts today in the PV industry will influence free trade economy and the recovery of economic globalization in the long run. Solar energy and wind power are crucial for promoting economic demands. Carbon emission reduction needs our concerted effort and participation.
After the press conference, Chairman Liu answered the question of ’the possible impact of anti-dumping on Chinese market’ raised by reporter from Xinhua News Agency. Mr. Liu aired his view from three aspects: a. we need to be firm to oppose the filing against China; b. The price of polysilicon imported from Germany is higher than that from South Korea and U.S. . This shows Chinese government’s friendly attitude towards Germany. Among China’s total consumption of 140,000 tons last year, 6,4000 tons was imported. The import volume has exceeded 50% for the first half of this year.C. China makes its choice of polysilicon import on the basis of industrial needs, friendly attitude towards the E.U., and price variance.
